The Higher Education Emergency Relief Fund (HEERF III) is authorized by the American Rescue Plan, 2021 (ARP), signed into law on March 11, 2021. This fund allows Alfred State to provide emergency grants to students for expenses related to any component of the student's cost of attendance or for emergency costs that arise due to coronavirus.
Alfred State received Student Aid Funding under section 2003(7) of the ARP. This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program. Alfred State signed and returned to the Education Department a Certification and Agreement as required under the CARES Act section 18004(a)(1) program. We acknowledge that by drawing down the ARP funds, our institution agrees to be bound by the conditions set forth in the ARP Supplemental Agreement including using 100 percent of these funds to provide emergency aid grants to students. The Grant Award Notice was approved on May 20, 2021.
Alfred State has received $6,198,596 from the Department of Education pursuant to the Supplemental Agreement for Emergency Financial Aid Grants to students under the American Rescue Plan.
Alfred State has distributed the following ARP funding to students under Section 2003 (a)(1) of the American Rescue Plan.

Alfred State has determined an estimated 3,274 students at the institution are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 2003(a)(1) of the American Rescue Plan. This number was then applied to our own methodological framework for disbursal of funds to produce a final total of 3,262 eligible students.
Awarding Methodology
Alfred State is prioritizing the awarding of Emergency Financial Aid Grants to students with the lowest Expected Family Contributions (EFC). For the summer 2021 term, a flat award of $500 will be given to students with an EFC from 0 to 14,615.
For the fall 2021 and spring 2022 terms, we will utilize the awarding template created by The State University of New York (SUNY) that allows for students with an EFC between 0 and 14,615 (2.5 times the max PELL 2021/22 EFC of 5,846) to receive an Emergency Financial Aid Grant that consists of two components: 1) a Base Grant dependent on the student's full time (FT) or part-time (PT) status plus 2) a standard supplemental amount based on the student's primary EFC. Students with an EFC of 14,616 and above will receive a flat award amount.
The Base Grant for the fall 2021 semester for eligible full-time students with an EFC between 0 and 14,615 is $588 and the Base Grant for the fall 2021 semester for eligible part-time students with an EFC between 0 and 14,615 is $294. The final grant award amounts for the fall 2021 semester were determined as follows.

Eligibility
In order to be eligible at the time of distribution, a student must be enrolled in credit bearing courses at census for the given term, filed a 2021-2022 Free Application for Federal Student Aid (FAFSA), and have a valid EFC.
HEERF III Student Aid funds may be used by students for any component of the student's cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. Students deemed eligible for an Emergency Grant will receive an email notification regarding their award. ARP Grand funds will be auto-refunded regardless of any outstanding account balance with the college unless a student affirmatively "opts in" to apply the funds to their outstanding balance. The funds will be distributed by paper check or sent electronically for those enrolled in E-Refund.
Repayment
Students do not need to repay a Federal ARP Emergency Grant.
Impact on Financial Aid
This funding will not have any effect on a student's current or future financial aid eligibility.

Grants will be disbursed on Oct. 6, 2021 and will be received within three business days for those enrolled in E-Refund. We encourage all students to sign up for E-Refund if they haven't already done so. This is the fastest way to receive your payment.
If you do not enroll in E-Refund a check will be issued and available for pick up on Oct. 13, 2021. If you are studying on the Alfred campus, you may pick up your check in the Student Records and Financial Services Office located in the Agriculture Science Building. If you are attending the Wellsville campus, you may pick up your check at the Zero Energy Home. You will be required to present your Student ID card (or photo ID with matching address) before receiving your check. Checks for studying online, at the Northland campus, or students no longer enrolled will be mailed. Any checks not picked up after five business days will be sent to the mailing address on file.
