Gregory Sammons, chief of police at Alfred State College, recently had an article published in Campus Law Enforcement Journal, March/April 2008 edition.
The article, "Do You Need More Officers? A Comprehensive Benchmarking Formula that Can Help You Make the Case," delineates the differences between campus and municipal police forces when determining the need for staffing.
Gregory Sammons, chief of police at Alfred State College, recently had an article published in Campus Law Enforcement Journal, March/April 2008 edition.
The article, "Do You Need More Officers? A Comprehensive Benchmarking Formula that Can Help You Make the Case," delineates the differences between campus and municipal police forces when determining the need for staffing.
Sammons outlines the primary variables that need to be considered: total enrollment, male population, number of campus residents, urban vs. rural geography, and agency structure (i.e., sworn, non-sworn, hybrid), although he goes on to say that other variables may also be considered.
Once those variables have been determined, Sammons suggests benchmarking against 10-15 campus law enforcement agencies with similar variables to obtain raw data for use in his proposed formula.
The data is then calculated according to the formula; a graph can be produced, using Microsoft Excel's Chart Wizard; and the college in question can measure its staffing level among other institutions with similar variables. The resulting report may have more influence on the decision making than an anecdotal narrative.
Sammons, who was named ASC chief of police in 2005, holds a bachelor's degree in organizational management from Houghton College, and an associate's degree in criminal justice from Finger Lakes Community College. He has completed Session 15-Public Safety Academy at the NYS Police Academy.
Sammons is completing his master's degree studies in justice administration at Norwich University. He is a certified police firearms instructor, standard field sobriety instructor and general topics instructor in New York State. In addition to periodically teaching at a local police academy, Sammons also works part-time at the Andover Police Department.
Prior to being named chief, Sammons served for eight years as an ASC campus police officer, and before coming to Alfred State College, he served as a campus security officer at Finger Lakes Community College.
The East Orange, NJ, native is the son of Marcia Sammons of Naples.
He and his wife, the former Roxana Davis, are the parents of three daughters: Racquel, Courteney, and Sarah.
